A Decade of Kigali

Celebrating Success, Accelerating Action

EIA Briefing to the 38th Meeting of Parties to the Montreal Protocol

2 – 6 November, 2026

A Decade of Kigali marks the tenth anniversary of the Kigali Amendment to the Montreal Protocol, a landmark agreement to phase down hydrofluorocarbons (HFCs) and avoid significant global warming. Looking back on a decade of progress and ahead to the challenges of the next 10 years, the briefing examines priorities for the Thirty-Eighth Meeting of the Parties, including replenishment of the Multilateral Fund, strengthening implementation and tackling illegal trade. It also highlights ongoing concerns over unexplained HFC-23 emissions, gaps in atmospheric monitoring, emissions from feedstock production and the management of banks of controlled substances. EIA calls on Parties to build on the success of the Kigali Amendment by accelerating action, strengthening the Protocol’s institutions and maximising its climate and ozone protection benefits.
