A Bridge to the Future: 40 Years of Success and Unprecedented Challenges Ahead
EIA Briefing to the 37th Meeting of the Parties to the Montreal Protocol
3 – 7 November 2025
As the international community marks four decades of the Vienna Convention, the achievements made under the treaty and its Montreal Protocol stand as proof that, by following the science and prioritising the protection of human health and the environment, collective action can successfully respond to global environmental crises.
Today we face an unprecedented need for urgent action as global warming is projected to overshoot 1.5°C within a few years. The planet is passing its first climate tipping point as ocean temperatures rise more rapidly than
previously expected and warm-water coral reefs collapse, threatening livelihoods and food sources for millions of people. Meanwhile continued emissions of certain ozone-depleting substances threaten the full recovery of the ozone layer.
This briefing outlines EIA’s analysis and recommendations on multiple opportunities for action open to the Parties to the Montreal Protocol to maximise global greenhouse gas emissions reductions and enhance recovery of the ozone layer.
