The Montreal Protocol has resulted in a 98 per cent drop in the production and consumption of ozone-depleting substances (ODS) since 1987 – an immense achievement now overshadowed by the looming climate threat of hydrofluorocarbons (HFCs).
We urge Parties to explore ways in which the existing institutional framework under the Montreal Protocol can facilitate a global HFC phase-down.
