The world’s plastic pollution crisis needs a global convention to tackle it effectively

This week, delegates and experts from around the world are meeting in Geneva to consider ways to address the plastic pollution crisis..

Under the auspices of the United Nations Environment Assembly, the Ad Hoc Open-Ended Expert Group (OEEG) was established to consider a range of response options.

We believe that this multilateral problem can only be fixed by a Global Convention on Plastic Pollution, a multilateral solution which complements actions already being taken in other fora but whose mandate extends to cover the full lifecycle of plastics and plastic pollution with mandatory obligations.

In advance of the OEEG meeting this week, we have co-produced a ‘thought starter’ document supported by more than 90 other organisations which details how a new Global Convention on Plastic Pollution could be constructed and operate.

Member States have identified several areas where activities are needed, which can be broadly bundled into four pillars of action to form the work of such a convention:

  • Coordination – existing conventions and agreements could be or are actively taking steps to address aspects of plastic pollution but none is specifically designed to prevent increasing flows of plastic pollution into the biosphere so coordination with existing actions in these other fora should be central to the governance of a new convention
  • Plastic pollution prevention – prevention of plastic pollution should be the primary mandate of any new global instrument, with the overall goal being to eliminate plastic pollution entering land, sea and air
  • Capacity-building and financial support – support and capacity building includes enabling activities, monitoring, reporting, institutional-strengthening and policy development as well as supporting the development of pilot projects and assisting with the incremental compliance costs to meet production and consumption reduction targets
  • Institutional architecture – a new global convention should be governed by a decision-making body (Conference of the Parties) to oversee and implement its work, supported by a secretariat hosted by UN Environment.

“What’s needed now is an effective international convention to direct efforts and take meaningful steps to reverse this toxic tide.”
