Myanmar junta looks to line its pockets and fund the coup with massive auction of illegal timber

EIA Forests campaigners have learnt that the brutal military junta which seized control of Myanmar on 1 February is seeking an injection of hard currency by selling off thousands of tonnes of illegal timber to international markets.
The auction is due to be held by the Myanmar Timber Enterprise (MTE), the State-run entity which controls all timber sales in and from the country.

It is understood that during the last term of the legitimate National League for Democracy Government, about 200,000 tons (approximately 203,209 tonnes) of illegal timber were seized and this is among the MTE stockpile due for auction.
Faith Doherty, EIA Forests Campaigns Leader, said: “Why would this State enterprise do this, other than to obtain desperately needed hard currency to continue the junta’s brutal persecution of the people of Myanmar?
“This is additional confirmation of EIA allegations that the military regime is using timber to support itself and its reign of terror.”
MTE operates an auctions system whereby serious traders place a deposit $10,000 before bidding for a final price. All transactions are finalised in US dollars and the entire process is opaque – any transparency or traceability is hidden, unless one pays the deposit.

Doherty added: “The US and Canada have sanctioned the MTE, along with other relevant entities and individuals in Myanmar, therefore any trader entering into this auction and paying US dollars to do so is knowingly breaking these sanctions to get their hands on illegal timber.
“This is conflict timber, it is illegal in so many ways, and seeking to buy and import it from Myanmar would amount to nothing more than naked profiteering on the country’s misery and suffering.
“We strongly urge the EU and the UK to follow the lead of the US and Canada by imposing sanctions of their own, right now.
The military junta, while pretending to adhere to laws and regulations, is breaking one of its own rules by selling seized timber to the international market
EIA campaigners and our in-country partners have been monitoring seizures throughout the years and have long been warning timber traders seeking to import Burmese teak and other precious hardwoods from Myanmar that without clear, verified information on its origin, all timber imported from the country is illegal.

ယခင် တရားဝင် NLD အစိုးရ သက်တမ်းအတွင်းတွင် သစ်တန်ချိန် ၂၀၃,၂၀၉ မျှသော တရားမဝင်သစ်များ ဖမ်းဆီးရမိထားပြီး ၄င်းတို့သည် ယခု မြန်မာ့သစ်လုပ်ငန်းက လေလံတင်ရောင်းချမည့် သစ်များအတွင်းတွင်လည်း အပါအဝင် ဖြစ်ပါသည်။
“နိုင်ငံပိုင် လုပ်ငန်းတခုက အခုလို ရောင်းချတာဟာ စစ်အစိုးရက မြန်မာပြည်သူတွေကို ရက်ရက်စက်စက် ဆက်လက် ဖိနှိပ်ထားဖို့ အသည်းအသန်လိုအပ်နေတဲ့ နိုင်ငံခြားငွေ ရှာပေးဖို့ကလွဲလို့ တခြားအကြောင်း မရှိနိုင်ပါဘူး” ဟု EIA ၏ သစ်တောရေးရာ လှုံ့ဆော်ဆောင်ရွက်မှု ခေါင်းဆောင် ဖိတ်သ် ဒိုဟာတီက ပြောဆိုခဲ့ပါသည်။
“ဒါဟာ စစ်အစိုးရက အခုလို မြန်မာ့သစ်တွေကို အသုံးချပြီး သူ့ကိုယ်သူ ထောက်ပံ့ဖို့နဲ့ ရက်စက်စွာ အုပ်ချုပ်ဖို့ လုပ်နေတယ် ဆိုတဲ့ EIA ရဲ့ စွပ်စွဲချက်တွေကို ထပ်ဆင့် အတည်ပြုပေးတာပဲ ဖြစ်ပါတယ်။”
မြန်မာ့သစ်လုပ်ငန်း၏ လေလံစနစ်အရ အမှန်တကယ် လေလံပေး ဝယ်ယူမည့် သစ်ကုန်သည်များသည် စရံငွေ အမေရိကန်ဒေါ်လာ တသောင်း ပေးသွင်းရပါသည်။ လေလံပွဲအတွင်း ငွေပေးချေမှုများ အားလုံးတွင် အမေရိကန်ဒေါ်လာကိုသာ အသုံးပြုရပြီး စရံငွေ သွင်းထားသူက လွဲ၍ ငွေကြေးလွှဲပြောင်းမှု လုပ်ငန်းစဉ်အားလုံး ပေါ်ပေါ်ထင်ထင်မရှိပဲ အရင်းအမြစ်လိုက်ဖို့ ခက်ခဲအောင်လည်း ပြုလုပ်ထားပါသည်။

“အမေရိကန်နှင့် ကနေဒါနိုင်ငံတို့က မြန်မာ့သစ်လုပ်ငန်းနဲ့တကွ တခြားသက်ဆိုင်သော လူပုဂ္ဂိုလ်နှင့် အဖွဲ့အစည်းများကို စီးပွားရေးဒဏ်ခတ်ပြီးပြီ ဆိုတော့ ဒီလေလံပွဲဝင်ပြီး အမေရိကန်ဒေါ်လာ ပေးသွင်းလိုက်တဲ့ ကုန်သည်တိုင်းဟာ သိသိကြီးနဲ့ တရားမဝင်သစ်ကို လက်ဝယ်ရရှိဖို့ စီးပွားရေး ပိတ်ဆို့ ဒဏ်ခတ်တဲ့ စည်းကမ်းကို ချိုးဖောက်တာပဲ ဖြစ်ပါလိမ့်မယ်” ဟုလည်း ဖိတ်သ် ဒိုဟာတီက ထပ်မံ ဖြည့်စွက် ပြောကြားပါသည်။
“ပဋိပက္ခတွေ ဖြစ်နေတဲ့ ဒေသကထွက်တဲ့ သစ် ဖြစ်တဲ့အတွက် ဘယ်လိုနည်းနဲ့မှ တရားမဝင်ပဲ ဒီလိုဖြစ်နေတဲ့ မြန်မာနိုင်ငံကနေ ဝယ်ယူတင်သွင်းဖို့ ကြိုးစားတာဟာ အဲဒီနိုင်ငံရဲ့ ကံဆိုးမိုးမှောင်ကျမှုတွေကို ပေါ်ပေါ်ထင်ထင် အမြတ်ထုတ်ဖို့ ကြိုးစားတာပဲ ဖြစ်သွားပါလိမ့်မယ်။”
“ဥရောပသမဂ္ဂ အီးယူနဲ့ ယူကေနိုင်ငံတို့ အနေနဲ့လည်း အမေရိကန်နဲ့ ကနေဒါတို့လို မြန်မာနိုင်ငံကို စီးပွားရေးပိတ်ဆို့ ဒဏ်ခတ်မှုမျိုးတွေ ချက်ချင်း သတ်မှတ်လိုက်ဖို့ ကျွန်မတို့ ခိုင်ခိုင်မာမာ တိုက်တွန်းလိုပါတယ်။”
မြန်မာစစ်အစိုးရအနေဖြင့် ဥပဒေနှင့် စည်းကြပ်မှုတွေကို လိုက်နာချင်ယောင်ဆောင်နေသော်လည်း တရားမဝင်သစ်များအား နိုင်ငံတကာဈေးကွက်တွင် ရောင်းချခြင်းမှာ ၄င်းတို့သတ်မှတ်ထားသော ဥပဒေများထဲမှ တခုကို ချိုးဖောက်ခြင်းသာ ဖြစ်ပါသည်။
EIA ၏ သစ်တောရေးရာ လှုံ့ဆော်လှုပ်ရှားသူများနှင့် မြန်မာပြည်တွင်းမှ EIA ၏ လုပ်ဖော်ကိုင်ဖက်များသည် မြန်မာနိုင်ငံအတွင်း တရားမဝင်သစ် ဖမ်းဆီးရမိမှုများကို နှစ်ပေါင်းများစွာ စောင့်ကြည့်နေပြီး မြန်မာနိုင်ငံမှ ကျွန်းသစ်နှင့်တကွ အခြား အဖိုးတန်သစ်မာများကို ဝယ်ယူတင်သွင်းလိုသော သစ်ကုန်သည်များကိုလည်း ထွက်ရှိရာ ဇစ်မြစ်နှင့် ပတ်သက်၍ ရှင်းရှင်းလင်းလင်း အတည်ပြုထားခြင်း မရှိသော သစ်မှန်သမျှသည် တရားဝင် သစ်မဟုတ်ကြောင်း အစဉ်တစိုက် သတိပေးနေခဲ့ကြပါသည်။
